FREE - Happy Charmander

It was initially made as a request for ~burndragon6. He's not using it anymore, but since he had been, I asked his permission to re-release it free (he accepted. Thanks!). His requested one is still there if he ever wants to go back to it though.
I quite wanted to resubmit this one because I like how it came out. I don't have much experience with sprites at all. The animation is pretty much based on that in Pokemon Ruby/Sapphire/Emerald, but I added in the flickering tail and blink for more effect.
