I know you're traditionally tease with money, 'cookies'¹, or sweets, but as part of his character (a lot older than either of my dA memberships actually) what Cuddles is really nuts about is apples.
He is also quite endearingly dim-witted in some circumstances - a Treadmill Tease evidently being one of them, and a feature it appears Owlie is eager to take advantage of.

If you're sad Cuddles isn't getting his apple, this should make you feel better.
